The role of hybrid heat pumps within the Dutch Recognized Energy Saving Measures lists (EML)

The Recognized Energy Saving Measures lists (Erkende Maatregelenlijsten voor energiebesparing, or EML) are a crucial instrument in Dutch policy designed to promote energy efficiency and support the transition toward a more sustainable economy. A key element within these measures is the deployment of hybrid heat pumps—an innovative technology gaining widespread traction as a powerful means for energy savings and CO2 reduction.

Why the hybrid heat pump is under the spotlight

Hybrid heat pumps combine an electric heat pump with a traditional gas-fired central heating boiler. This combination makes it possible to heat a building with exceptional efficiency when outdoor temperatures are relatively mild (utilizing the heat pump), while the boiler steps in during colder periods when higher heating capacities are required. This approach yields optimal energy efficiency and a substantial reduction in gas consumption compared to traditional heating installations.

The relevance of hybrid heat pumps in relation to the EML frameworks spans several core areas:

1. Direct Energy Savings: Hybrid heat pumps operate far more efficiently than traditional gas-fired boilers, particularly during seasons with milder temperatures. This means they consume significantly less primary energy to deliver the same amount of indoor thermal comfort, resulting in immediate utility savings.

2. Grid and Operational Flexibility: The hybrid approach introduces vital flexibility into a building's energy consumption profile. When green electricity from renewable sources (such as wind or solar power) is highly available, the heat pump can be prioritized to drive down $CO_2$ emissions. Conversely, during periods of peak grid stress or low renewable availability, the system can dynamically lean on the gas-fired boiler.

3. Seamless Retrofitting in Existing Buildings: A major advantage of hybrid heat pumps is that they can be integrated relatively easily into existing building infrastructures. This makes them exceptionally relevant for the Dutch real estate market, which features a large volume of older commercial and residential properties that are not yet sufficiently insulated to support fully electric heat pump systems.

4. Driving the Energy Transition: By formally including hybrid heat pumps in the EML, the Dutch government incentivizes a pragmatic, gradual phase-out of fossil fuels. This approach respects the limitations of our current national infrastructure while actively paving the way for future, fully renewable solutions.

5. Streamlined Compliance and Reporting: For businesses and institutions required to comply with the energy-saving obligations under the Environmental Management Act (Activiteitenbesluit milieubeheer), the EML lists provide a clear, pre-approved framework for reporting implemented energy-saving measures. This supports transparency and accountability as organizations strive for sustainable business operations.

Integrating hybrid heat pumps into the EML

The formal integration of hybrid heat pumps within the Recognized Energy Saving Measures lists demonstrates that the Netherlands embraces innovative, flexible solutions to enhance energy efficiency and meet carbon reduction targets. This policy recognizes the inherent complexities of the ongoing energy transition and offers practical, actionable solutions that deliver both short-term relief and long-term environmental benefits.
